Background
The Justice and Emergency Services Precinct (The Precinct) is a $300 million anchor project of the Christchurch Central Recovery Plan. It brings together all justice and emergency services in one purpose-built facility.

Challenges and solutions
Mann & Associates were tasked with completing an operational security plan for The Precinct. Over a sixteen month-long construction period, we served as the security champion on the Precinct’s Operational Security Working Group. In that capacity, we not only shouldered responsibility for all security-related actions but guided the tenant agencies – each with their own appetite for risk – up to the same level of Protective Security Requirements (PSR) compliance.

Our solutions for The Precinct extended beyond the operational security plan and included the coordination of the access control data collection and door grouping project; the provision of a framework of Standard Operating Procedures and the preparation of the business case and plans for the installation of a comprehensive security control room. As construction concluded, we reviewed the event plans for the Public Open Day, managed a combined stakeholder desktop scenario preparedness exercise, and provided an on-the-day strategic coordination of service delivery agents.

Throughout construction, we ensured that clear and effective communication was maintained at the necessary high standard with all stakeholders. This negated the challenges of frequent changes of personnel and remote-working by multiple parties, which added to the inherent complexity of The Precinct project.
